United States (US)-Japan Service to Service Forum

The PCO Director participated in the first US-Japan Service to Service (S2S) Forum Meeting held at the Acquisition, Technology and Logistics Agency (ATLA), Japan Ministry of Defense (JMoD), on July 26-29, 2016 in Tokyo, Japan. The principal participants were Ms. Cataldo, the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA (DE&C)), and her Japan counterpart, MG Takumi Fujimoto, Deputy Director General, Project Management (Ground Systems), ATLA. The S2S was formally established on November 5, 2015 under a Terms of Reference (ToR), and is the US Army's highest level bilateral Armaments Cooperation forum with Japan. The S2S provides a forum for the US and Japan to share Army/Ground materiel and technology requirements, identify common technology gaps, and attempt to address those gaps with armaments cooperation solutions, i.e., Information and Personnel Exchanges, and Project Arrangements. The Army delegation included representatives from several of the Army's laboratories and program offices including: Precision Fires Rocket and Missile Systems (PFRMS) Project Office, RDECOM-ARDEC, RDECOM-TARDEC, and US Army Corps of Engineers/ERDC. The PCO Director presented a briefing on the recent Japan-US Technical Exchange Forum on Blast Injury that took place in Tokyo on June 13-15, 2016. He also presented answers to questions on combat medical care posed by the Medical Department, Ground Staff Office, Japan Ground Self Defence Force. The PCO Director identified several opportunities for future collaboration with Japan, including the possible participation of representatives from ATLA in the upcoming international state-of-the-science meeting on wound infection, and potential membership on a new NATO Human Factors and Medicine Technical Team on computational modeling of blast injury.
